Cannot load v96.0.0 (64-bit) - Windows 11 Pro

I am trying to load v96.0.0 (64-bit). PC is new with Win11 Pro. Error message pretty immediate says:

Error opening file for writing: CL\Program Files\MKVToolNix\mkvextract.exe

Click Abort to stop the installation, Retry to try again, or Ignore to skip this file.

Any suggestions?

Oh yes, I went through registry and deleted all mkvtoolnix entries.
